We have been correctly advised that SPIK makes a better SPIN, so we propose thus:
- at the PPD level, SKIM PEMBACAAN INISIATIF KEBANGSAAN or SPIK to organise CERAP in-service coach training programmes using suggested materials (photocopiable until the books arrive), with the objective of turning a corps of assistant English language teachers, preferably picked from BM language teachers, who would have no problem picking up at the least reading fluency. Grammar would be autonomic once the reading progresses. Each school should send at least 1 teacher willing to champion and breed coaches at school level.
- at the civil society level, NGO's and political party wings should collaborate on SPIK, or SKIM PEMBACAAN INISIATIF KOMUNITI, to recruit and coach jobless graduates and turn them into mobile 'reading instructors', or barefoot doctor version of Tunas Ehsan literacy outreach via ' francais kampung peace corps' approach.
- at the school level, SKIM PEMBACAAN INISIATIF KELAB or SPIK is the name, run as Kelab Tunas Ehsan, an academic extra-curricular reading club, running a 'capacity building outcome based structured practice hours' strictly based on agreed method rules.
- at the school level, SKIM PEMBACAAN INISIATIF KELAB or SPIK should not interfere with the official timetable nor be a cost item in the school budget. The cost for materials/modules and other tools of the trade should be borne from a sponsorship fund through PIBG etc.
- at the school level, SKIM PEMBACAAN INISIATIF KELAB or SPIK is run as a LINUS Express Coaching Games CERAP, structured practice sessions using the BILAS reading sets as finishing lines, timed and graded, and audio recorded and graded.
- at the school level, SKIM PEMBACAAN INISIATIF KELAB or SPIK should bring more joy to English language teachers in the formal classroom, and puts into practice TUNAS EHSAN ethos of 'many hands make light work' , maupakat bawa berkat, cempedak di luar pagar, ringan tulang and belakang parang jika diasah lagikan tajam' etc.
- at the school level, SKIM PEMBACAAN INISIATIF KELAB or SPIK must ensure students have reached minimum Intermediate level mastery by PMR stage, and High Intermediate by SPM stage (the top cream should reach beyond MUET banding and be ready for Cambridge A-Levels).
- at the school level, SKIM PEMBACAAN INISIATIF KELAB or SPIK would at the minimal produce students with better expressive skills and coherence, raising self-esteem and building confidence whilst levelling the playing field with the more fortunate ones.
- at the school level, SKIM PEMBACAAN INISIATIF KELAB or SPIK should be expanded to include corrective Bahasa Melayu, Jawi, Bahasa Arab, English for Science & Technology, using the right modules and maintaining the reading momentum and meeting students hunger for more.
- at the DBP level, SKIM PEMBACAAN INISIATIF KEBANGSAAN or SPIK should make them want to dig their treasures, bring the language experts in and bring out a series of graded readers. KITAR SEMUA!
- at the tuition cottage industry level, SKIM PEMBACAAN INISIATIF KEBANGSAAN or SPIK should adjust accordingly and include reading or be left out of the market.
-at the homeschooling level, SKIM PEMBACAAN INISIATIF KELAB or SPIK should induce more parental control and awareness of child's progress, from viewing reading progress card or clicking on the portal. If kids know dad interested, this will spur them on. Mums always there though.
